Sectoral representation
An opportunity to surmount the strengthening headwinds came in 2009 after the government, through the now-defunct Commission on Information and Communications Technology (CICT), sought to mobilize stakeholders into forming sectoral representation.
“My objective really was to organize them into one national federation so they will have a voice,” said Monchito Ibrahim, previously the CICT Commissioner and is now deputy executive director of the Department of Science and Technology – ICT Office (DOST-ICTO).
The initiative, however, did not prosper. Ibrahim said the CICT found out some entities were actually just planning to use the organization for unscrupulous motives, like soliciting discounts from industry vendors.
“Eventually, we realized that those who were supposed to actually be neutral were in fact pushing their agenda,” Ibrahim said.
The differences and infighting became so vicious that some organizers turned against each other and filed cases in court.
“Two years we tried to organize it until the time na nag-away-away na sila. Then nagdemandahan pa ng libel,” Ibrahim said. “Ang daming issues. Masalimuot masyado.”
